In a major shift, some U.S. intelligence agencies now say a foreign adversary could be behind mysterious “Havana Syndrome” brain injuries reported by U.S. diplomats and government workers abroad. While the intelligence community’s overall assessment continues that it is “very unlikely” that Havana Syndrome could be caused by a foreign actor, two in seven US intelligence agencies now say it is possible that a foreign adversary has developed a weapon that could cause such brain injuries.
Adam, a former government employee whose identity Fox News agreed to protect, considered “Patient Zero,” was first attacked in December 2016 while he was alive. in havana on assignment. Adam experienced multiple seizures and described pressure on his brain that caused vertigo, tinnitus and cognitive impairment.
Adam and other victims have been pressuring the US government to find someone to blame. He’s starting to feel hopeful now that two of the seven U.S. intelligence agencies recognize a foreign adversary, he says. probable Russiahas developed a weapon that could be responsible for the type of neurological injuries reported by those suffering from Havana syndrome.
“This has been an eight-year fight. I don’t know if I would say I feel vindicated yet. We’ll get there. The truth will come out. And when that is fully exposed, I think that’s when I’ll say I’m vindicated… I hope that the new administration can pay that debt and we can hold accountable those who have covered this up and engaged in some egregious behavior, frankly, because we all deserve better. The American people deserve better than being lied to like this,” Adam said. to Fox News.
Adam was one of six Havana Syndrome victims who attended a meeting in the White House Situation Room on November 18, 2024. The meeting was designed to provide the incoming administration with a road map on Havana Syndrome. of Havana, also called Anomalous Health Incidents (AHI). The three-hour meeting was chaired by NSC Defense and Intelligence Policy Coordinator Mahar Bitar. Victims say they received a touching apology from NSC staff for how they were treated by the US government.
The NSC issued a statement following the intelligence community’s updated assessment:
“Today’s updated Intelligence Community Assessment, which is the product of ongoing analytical efforts and includes a change in key judgments of some intelligence components, only reinforces why it is vital for the US government to continue with critical investigations, investigate credible incidents and strengthen efforts to provide timely care and long-term clinical follow-up,” the statement reads.
The NSC will inform the incoming Trump administration about the “full scope of ongoing work that must continue,” the statement goes on to say.
Adam said it has long been obvious to victims that a foreign adversary could be behind alleged directed energy attacks.
“Here’s the piece that, you know, blows my mind. Can’t the CIA Google it? Because if someone could sit down and Google China, neuroattack weapons, Russia, super weapons, it would have been very public in the press that have directed energy weapons programs that do exactly what they did to us and plan to deploy them in conventional warfare,” Adam said.
HAVANA SYNDROME: PHYSICIST EXPLAINS THE CAPABILITIES OF FOREIGN ADVERSARIES’ MICROWAVE WEAPONS
The Office of the Director of National Intelligence (ODNI) released the report and held a background call with reporters on Friday.
The intelligence community’s new assessment said: “The new reports led two components to change their assessments of whether a foreign actor has a capability that could cause biological effects consistent with some of the symptoms reported as possible AHI. Accordingly, this change led two IQ components to subtly change their overall judgment about whether a foreign actor could have played a role in a small number of events.”
The ODNI official explained the change in assessment of the two intelligence agencies.
“They judge that there is a roughly equal chance that a foreign actor developed a novel weapon or device prototype that could have harmed a small, undetermined subset of U.S. personnel or their dependents who reported medical symptoms or sensory phenomena such as AHI “said the official.
“For both components. They have little confidence in their judgments,” the official continued.
ADVANCED TESTS FIND NO BRAIN DAMAGE IN AMERICAN DIPLOMATS WITH SYMPTOMS OF ‘HAVANA SYNDROME’
Republican-led CIA Subcommittee Chairman Rick Crawford (R-Ark.) released a interim report on the committee’s separate investigation into Havana syndrome. The report concludes that it is “increasingly likely” that a foreign adversary is responsible for “a portion” of the incidents.
The subcommittee accused the intelligence community of withholding valuable information from them in the interim report.
“The inconsistent approach to IC has had detrimental effects on IC personnel, confidence in IC by policymakers, the American public’s understanding, and perceptions of IC by both foreign allies and adversaries.” “says the report.
Crawford promised to work with the incoming Trump administration to get answers for affected federal employees and the public.

Attorney Mark Zaid, who represents some of the victims, said the new assessment indicates that “the evidence has only come close to the intelligence community acknowledging the involvement of a foreign adversary, not far.”
Adam hopes the Trump administration will continue to push for answers about Havana syndrome and what caused brain injuries to hundreds of workers.
“Now there is also new information at play, and it is so irrefutable that not even they can stand by and watch this cover-up continue…we hope to have a more responsive administration that cares about their and cares about the truth,” Adam said .
