Department of Government Efficiency (DOGE), an advisory commission led by billionaire Elon Musk is recommending deep cuts to federal agencies executive order Legal acceptance signed by President Donald Trump.
On Monday evening, Trump signed an executive order renaming the U.S. Digital Service, created by former President Barack Obama in 2014 to “transform our government’s approach to technology,” as the U.S. DOGE Service (USDS).
The executive order directs U.S. agency heads to consult with the USDS within 30 days to establish “DOGE Teams” of at least four personnel within their agencies. The teams will typically consist of a DOGE Team Leader, an engineer, an HR specialist, and an attorney, as per the executive order, and will work with their USDS and agency to implement Trump’s DOGE plan.
Among other things, the executive order establishes a “software modernization” plan to upgrade government network infrastructure and IT systems, and gives USDS access to “statutory” agency records, software and IT systems.
The executive order also creates the U.S. Doge Service Interim Organization, a temporary organization dedicated to “advancing (President Trump’s) 18-month DOGE agenda.” The organization should cease its activities on July 4, 2026.
Whether the executive order will survive courtroom battles remains to be seen. At least three claims The DOGE, led by Musk, was sued in federal court alleging that it violated the transparency requirements of a law passed in 1972.
