The Arab states led by Egypt have accepted a road map to rebuild Gaza as the “Integral Arab Plan”, counteract the proposal of President Donald Trump to rebuild the strip, transform Gaza into what he calls the “Riviera del Middle East” and move to the Palestinians.

The White House has effectively rejected the Arab Plan, saying that “the current proposal does not address the reality that Gaza is currently uninhabitable and residents cannot live humanly in a territory covered with debris and unplug unleashed,” said the spokesman for the National Security Council, Brian Hughes, in a statement, which is maintained by the accounting of Donald Trump.

The Arab Plan, seen by CNBC, says that $ 53 billion is needed for the reconstruction of the besieged strip, a number published last month for a set A-World Bank report. The almost 100 -page plan, called “Gaza 2030”, included the presidential logo of Egypt and was reviewed by the Arab states on Tuesday at an emergency summit in Cairo. Its objective is to put aside Hamas and proposes an eventual control of the Palestinian authority in the besieged strip.

The Arab States, in the final communication of the summit, urged the international community and the “international and regional financing institutions to quickly provide the necessary support for the plan”. The proposal does not indicate who will specifically pay the bill, but could see the European contribution, as well as the richest states of the Gulf as Saudi Arabia and Qatar.

The plan has been criticized for omitting key answers on issues such as the government, the future of Hamas and financing, and faces “some real obstacles to become a reality,” said Paul Musgrave, associate professor of government at Georgetown University in Qatar, told Dan Murphy of CNBC.

“It is a wonderful document, but it is also something that I am not sure is really a serious plan, because it dodges the two greatest questions. One, would you ever agree with the previous political conditions to make this great vision come true? Two, the Israeli would once accept to allow the type of political settlement (of) a unified Palestinian authority again in Gaza,” Musgrave added.

Israel has criticized the proposal and said before the discussions progress to receive help or extend the high fire, Hamas must first free all the remaining Israeli hostages of Gaza.

Israel Foreign Ministry spokesman He searched the proposal and said that “he cannot address the realities of the situation after October 7, 2023, remaining rooted in outdated perspectives,” while expressing breath for President Trump’s plan.

Meanwhile, the summit statement also expressed its support for “an international conference for the reconstruction of early recovery in the Gaza Strip”, which is scheduled for this month in Cairo, in cooperation with the UN.

The Arab States also announced that they would work to establish “a fiduciary fund” supervised by the World Bank, which aims to “receive financial promises from all donor countries and financial institutions, in order to implement early recovery and reconstruction projects.”

Gaza reconstruction

In the most concise plan to date for the reconstruction of Gaza, the draft describes a three -stage plan, which culminated in 2030.

The first phase will last six months and cost $ 3 billion, during which the elimination of debris will take place in certain areas. It is projected that seven sites accommodate more than 1.5 million people with temporary homes, provided to those displaced during the reconstruction process.

The second phase, which lasts two years at a cost of $ 20 billion, will see housing units built for 1.6 million people and the restoration of facilities, services and networks.

The third phase, which lasts two and a half years at a cost of $ 30 billion, will aim to continue the process “to establish the necessary facilities, networks and services buildings”, while building homes for another 1.2 million people. The hope is that these new units have the ability to accommodate 3 million people.

Government in Gaza

The proposal does not include a future for the militant group Hamas in the besieged strip, but describes that “an administration will be responsible for the management of the issues of the Gaza Strip in a transition phase for 6 months, an independent committee that consists of technocrats and non -fractive figures, under the umbrella of the Palestinian government.”

Arab states have declared that the ultimate goal is allowing the “Palestinian national authority to return completely to the Gaza Strip.”

Arab States have asked to “celebrate presidential and legislative elections in all Palestinian areas within a year if the appropriate conditions are available.” In a statement to CNBC, a senior political official of Hamas said that the group welcomed the elections, saying that it had been a demand for years, to give “the Palestinian people the opportunity to choose their representative leadership and their political path.”

There are still questions about how or if Hamas will accept to disarm, but the group told CNBC that the Arab plan contained “positive elements, as well as a road map that is suitable for being a practical proposal.”
