Traditionally, a continuous resolution requires a bipartisan agreement to overcome the Senate.
Republican leaders gather with Democratic leaders to discuss it. And the continuous resolution becomes much more expensive, and earns much more ideological language.

Finally, President Mike Johnson emerged as the consensus candidate for the speaker after three high profile members could not win 218 votes. As Johnson had not been in leadership, he represented a huge leap in responsibility. This led many to believe that I could not control the office, which had finally forced Boehner, Ryan and McCarthy.
The speaker Johnson has been much more successful, and much more strategic, than anyone expected. He also decided early that he could only be effective as an ally of President Trump.
The leader of the majority of the Senate, John Thune, was a veteran of the House of Representatives who has turned 20 in the Senate. At 64, it is a younger generation than former leader Mitch McConnell. Thune has proven to be a good partner for President Trump and President Johnson. The three have worked hard to get to the same page and work together to do things.
If he had told any call on January 20 that Republicans could obtain a continuous resolution of seven months to keep the government open during the rest of the fiscal year through the Chamber with only Republican votes, he or she probably would not have believed him. If I had told them later that the bill would be difficult to undermine the Senate Democrats, they would have thought they were dreaming. Finally, if he told them that President Johnson, President Trump and the leader of The majority Thune would overcome the Democrats and give them no choice but to approve the continuous resolution or close the government, experts would have discarded control of control.

They could all vote. If the Senate Democrats did this, the Republicans could not overcome the filibuster, so the government will close. In this case, facing President Trump could have been a political victory for his base. But I would not play well with the rest of the country.

Then, the Democrats realized that President Trump could reduce more programs and remodel the bureaucracy even more under a closing scenario than he could approve the bill, which they thought they already granted him too much power.
