“Years of experience have shown that the Rordic Executive cannot adequately perform their functions if any judge can order every presidential action everywhere,” Harris wrote.

The former Trump administration attorney general, Bill Barr, added in comments later in 2019 that there were only 27 national mandates throughout the twentieth century “compared to 37, at that time, against the first Trump administration.
“Since President Trump assumed the position, the Federal District Courts have issued 37 national mandates against the Executive Branch. That is more than one per month. In comparison, during the first two years of President Obama, the District Courts issued two national orders against the Executive Branch, which were defected by the Ninth Circuit.

Harvard Law Review discovered that the judges that issued the mandates against Trump’s first administration was overwhelmingly ordered by the judges who were appointed by a Democrat.
The judges appointed by Democrat ordered 92.2% of the precautionary measures against the Trump administration, which means that only five of the 64 judges of court order were ordered by judges appointed by the Republicans.
