However, Cotler-Wunsh says that enforcing the rules is just the first step. She believes that institutions around the world, not only universities, need to adopt the definition of anti -Semitism of the International Holocaust memory alliance (IHRA).
The definition of IHRA states: “Anti -Semitism is a certain perception of the Jews, which can be expressed as hatred towards the Jews. The rhetorical and physical manifestations of anti -Semitism are directed towards Jewish or non -Jewish individuals and/or their property, towards the institutions of the Jewish community and religious facilities.”
While criticizing Israel is not necessarily an anti -Semitic act, even under the definition of the IHRA, “affirming that the existence of an Israel state is a racist effort” is considered an anti -Semitic by the standards of the IHRA.
The countries and institutions around the world, such as the United States and the United Nations, have adopted the definition of IHRA anti -Semitism. The combat anti -Semitism movement says that as of February 1, 2025, 1,266 entities have adopted the definition, which includes national and local governments, as well as international organizations.
