Russia and Ukraine have accepted a high naval fire in the Black Sea in separate agreements with the United States, after two days of peace conversations in Saudi Arabia.
Washington said that all parties would continue to work towards a “lasting and lasting peace” in statements that announce the agreements, which would reopen an important commercial route.
They have also promised to “develop measures” to implement a previously agreed prohibition of attacking the other’s energy infrastructure, said the White House.
But Russia said that the high naval fire would only take effect after a series of sanctions against their food and fertilizer trade were raised.
American officials have gathered separately from Moscow and kyiv negotiators in Riyadh with the aim of negotiating a truce between both sides. Russian and Ukrainian delegations have not been directly fulfilled.
Ukrainian president, Volodymyr Zelensky, said the agreement to stop strikes in the Black Sea was a step in the right direction.
“It is too early to say that it will work, but these were the right meetings, the right decisions, the right steps,” he said at a press conference in Kyiv.
“No one can accuse Ukraine of not moving towards sustainable peace after this,” he added, after the president of the United States, Donald Trump He previously accused him to block a peace agreement.
But shortly after Washington’s announcement, the Kremlin said that the high black sea fire would not enter into force until the sanctions were raised from Russian banks, producers and exporters involved in international food and fertilizer trades.
The measures required by Russia include reconnecting banks related to the SwiftPay payment system, raising the restrictions at the service of ships under the Russian flag involved in food trade and in the supply of agricultural machinery and other goods necessary for food production.
It was not clear for the White House statement when the agreement is intended to enter into force.
When asked about lifting the sanctions, Trump told journalists: “We are thinking about all of them at this time. We are looking at them.”
Washington’s statement about Russian’s US conversations says that the United States “will help restore Russia’s access to the world market for agricultural and fertilizer exports.”
Speaking in Kyiv, Zelensky described this as a “weakening of positions.”
He also said that Ukraine would press for new sanctions to Russia and a more military support in the United States if Moscow breached his commitments.
Later, in his night speech to the Ukrainians, Zelensky accused the Kremlin of lying when he said the high black sea fire depended on the sanctions that rose.
Ukraine Defense Minister Rustem Umerov said that “third countries” could supervise parts of the agreement.
But he warned that the Russian warship movement beyond the “Eastern part of the Black Sea” would be treated as a violation of the agreement and a “threat to the national security of Ukraine.”
“In this case, Ukraine will have the total right to exercise the right to self -defense,” he added.
A previous agreement was agreed that allowed the safe step of commercial ships in the Black Sea in 2022, after the large -scale invasion of Russia of Ukraine in February of that year.
Both Ukraine and Russia are great grain exporters, and prices shot after the beginning of the war.
The “Black Sea Grain Agreement” was established to allow the cargo ships that travel to and from Ukraine sail safely without being attacked by Russia.
The agreement facilitated the movement of grain, sunflower oil and other products necessary for food production, such as fertilizer, through the Black Sea.
Initially it was in place of a period of 120 days, but, after multiple extensions, Russia retired in July 2023, claiming that key parts of the agreement had not been implemented.
After this week’s conversations, both countries also agreed to “develop measures” to implement a prohibition of attacking energy infrastructure in the other’s territory.
The Russian attacks in the Ukrainian Energy Supply have caused generalized blackouts throughout the war, leaving thousands of people without heating in the cold of winter.
The attacks on Ukraine nuclear centrals have led the UN Guardian dog Call the restriction.
A prohibition was initially agreed on a call Between Trump and his Russian counterpart Vladimir Putin last week, but within a few hours of announcing himself, both Moscow and kyiv accused the other of raping him.
Earlier on Tuesday, Moscow said that Ukraine had continued pointing to Russia’s civil energy infrastructure, while Peace conversations in Riyadh were underway.
The alleged attack showed that Zelensky was “unable to adhere to the agreements,” said Russia’s Ministry of Defense.
