Canadian Prime Minister Mark Carney faces accusations that he copied parts of his doctoral thesis of 1995 at the University of Oxford without adequate credit. The report occurs when it seeks elections to remain the country’s prime minister next month, when Canadian voters go to the polls on April 28.
The National Post reviewed Carney’s thesis, “the dynamic advantage of competition”, with three university experts, who found at least 10 cases of apparent plagiarism.
The experts told The National Post that Carney copied complete quotes, paraphrased ideas and slightly modified sentences of four different sources without giving the right credit.

The University of Oxford defines plagiarism as “presenting the work or ideas of another source such as yours without total recognition.” Another professor, who speaks anonymously to the National Post, said that Carney’s thesis seems to comply with that definition.
The spokeswoman for the Carney Campaign, Isabella Orozco-Madison, described the accusations as an “irresponsible erroneous characterization” of his work.
One of the key examples of the National Post report shows that Carney closely copy a passage from the book of economist Michael E. Porter, “the competitive advantage of nations.” On page 206 of his thesis, Carney wrote: “First, government intervention can prevent international competition and artificially support national gains.” This is almost identical to the original Porter writing.

According to the reports, Carney copied sections of the 1989 article by Jeremy C. Stein in the 1994 article of the quarterly magazine of Economy and Hs Shin in the Rand Journal of Economics, with only minor changes in writing.
The possible plagiarism appears throughout the thesis. “It is all over the dissertation, not just a part,” said Sigalet. Even small writing changes without an appropriate appointment are still considered plagiarism.
